The film shows the political system's changes in Budapest. The Sweet Emma, Dear Böbe shows the losers of the change and their searching of way. After that Russian language had been removed from compulsory subjects of Hungarian schools the two Russian teacher, Emma and Böbe became redundant. The teaching staff also were shaken of insecurity, accusing each other. Emma and Böbe are learning English in the evenings. Emma also sells newspapers and she has an affair with the married school director, who is not too brave to decide. One of the best scenes of the film when Böbe and many naked women - teachers and nurses - are waiting for casting in a film studio. Böbe is acquainted with foreigners and she trades in foreign currencies. Böbe will be arrested and she finally jumps out of the window of the teachers' accommodation.

A történelem változása, a rendszerváltás elsodorta a kötelező orosz-nyelv oktatást, s hogy továbbra is tanárnők maradhassanak esti tanfolyamon angolul tanulnak és másnap reggel már tanítják a gyerekeknek a frissen tanultakat. Fizetésük nem elég arra, hogy önállóan lakást vagy szobát béreljenek, ezért már hét éve egy pedagógusszálláson laknak, ketten egy szobában, mint háromszáz hasonló körülmények között élő tanártársuk. Emma, hogy anyagilag elfogadható helyzetet teremtsen magának, takarítást vállal jómódú családoknál. Böbe szórakozóhelyeken ismerkedik férfiakkal egy-egy vacsorameghívásért. Emma szerelmes az iskola igazgatójába, viszonyuk már egy éve tart, de a férfi nős, gyermekei vannak, nem akar válni, a kapcsolat tehát Emma számára kilátástalan. A történet Emma és Böbe harcát mutatja be a fennmaradásért, a társadalmi pozicíó megtartásáért, melyet nagyon nehéz munkával az előző rendszerben elértek. Nem akarnak lecsúszni, újra falusi lányként élni. Böbe titkos prostitúció miatt a rendőrségre kerül, majd öngyilkosságot kísérel meg. Emma egyedül folytatja harcát szeretet és hit hiányával küszködve.
